County Courthouse
The Westchester County Courthouse is the eighth courthouse built in the County. The first courthouse was located in Bedford Village around 1720 and destroyed by fire in 1758. The second courthouse was built in White Plains in 1759, and the site is now the State Armory. This courthouse was also destroyed by fire and possibly through arson.
Courthouses three and four were built in White Plaines and Bedford, and both courthouses were used for the next 83 years. Courthouses five and six were much too small for the growth in the County, and the seventh courthouse was built with six stories. It was designed to raise the roof and add two floors of office suites. Courthouses five, six, and seven were adjacent to the block surrounded by Main Street, Martine Avenue, Grand, and Court Streets.
The eighth and current courthouse was built from March 1970 to December 1973. This courthouse is now under renovation. The current courthouse is 111 Dr. MLK Jr. Blvd, White Plaines, NY 10601, and the phone number is 914-824-5300. The building is nineteen stories tall and is built from glass and concrete. It is located on a wide landscaped plaza in the center of White Plains (county seat). The roofline is flat, and the building is Richard J. Daronco Courthouse. An annex was constructed on the east side in 2003-2005.
County Clerk
The Westchester County Clerk is Timothy C. Idoni, and he can be reached at 914-995-3080. The hours are 8:30 am to 4:30 pm, Monday to Friday. The Westchester County Clerk is the oldest elected office in the County and has been an office for over three hundred years. The County Clerk is responsible for maintaining and preserving the official documents and records of the County. The office also safeguards court records, records deeds, and mortgages, naturalizes new citizens, and is the US Passport Acceptance Agency plus Notary Public Services. The office hosts public events throughout the county, and you can reach Mr. Idoni by phone, email, or in person.

Civil Court
The Civil Court is located on the 9th floor of the Richard J. Daronco Courthouse. Civil litigation is judged in civil court after one party perceives another has violated a legal right. The case might go to trial, but no criminal charges are filed. Damages are usually sought.
Family Court
The family court in Westchester County hears and determines most legal cases that involve children and families. Family Court Jurisdiction extends to custody and visitation, adoptions and guardianship, juvenile delinquency, persons in need of supervision, child neglect and abuse, and monetary support for children, spouses, and ex-spouses. It also determines paternity and rules on domestic violence between family members. Divorce, annulment, or separation are not handled by the Family Court and are brought before the Supreme Court of Westchester County.
Drug Treatment Court
Drug court involves intervention by the court in cooperation with a team of specialists and social services. This treatment includes drug treatment and criminal justice professionals in the community. All this is done in return for a promise of a reduced sentence, and appropriate non-violent addicted offenders are given the option of entering into court-supervised treatment. Rules and conditions of participation are clearly stated in a contract entered into by the defendant, the defense attorney, the district attorney, and the court. To date, many results have been positive.
Positive Solving Courts

Problem-solving courts examine the issues that bring litigants into the justice system and help with innovative approaches. These approaches include intensive judicial monitoring and the inclusion of community resources designed to increase accountability and enhance community safety.
Problem-solving courts include adolescent division, drug treatment, integrated domestic violence court, mental health courts, youthful offender domestic violence, sex offense court, and veterans treatment court.
